Navy Kaua'i set-aside opposed; Waikane cleanup urged


The Star-Bulletin reports: "The U.S. Navy wants to obtain a 6,000-acre 'set aside' on state-owned land adjacent to the Pacific Missile Range Facility that is more than three times the size of the base. The Navy insists it does not want to buy or lease the additional land, it only wants 'a say' in its future use. The Navy's lawyers say the concept of a 'set aside' is unique to Hawaii law and is limited to recognizing the Navy as a participant. At a hearing Thursday, many speakers opposed the idea with anger and bewilderment. About 250 people attended the three-hour hearing at Kalaheo School. Speakers included native Hawaiians, environmentalists, surfers and people opposed to military facilities on Kauai."

And the Star-Bulletin's editorial says the Marines should clean up Waikane, "and fulfill an obligation it made decades ago. If the 187 acres of land is too dangerous for use as a training ground, as the Marine Corps officials determined last week, it is certainly unsafe for anything else and should not be left as is. Now the Marines are looking to acquire land on Molokai or elsewhere in Hawaii for the jungle training it planned in Waikane, but the military's track record on land stewardship will impede community acceptance. Moreover, with the Pentagon's new exemptions from environmental laws in the defense appropriations bill that just cleared Congress, the public will look askance at demands for use of land by the military in Hawaii. "
