Substitute Akaka Bill should be enacted?

editorial
calls for the passage of the substitute federal recognition bill, which is now
the Hawaiian Government Reorganization act. Interesting that it is
"reorganization" which implies that there is already a government in existence.
And the editorial touches on the idea of nationality, as opposed to race, as a
basis for the body politic: "The only sure way to meet constitutional objections
would be to include as beneficiaries descendants of non-Hawaiians who lived in
the islands before the overthrow."
