The Akaka bill — What would it mean for Hawai'i?

The Advertiser has a Q&A on the Akaka bill, with the entire text of the bill.

UPDATE 4/10: In the extended entry, I have posted a note from David Ingham to the author Vicki Viotti questioning where the version of the bill that accompanied the article came from.

Aloha Vicki Viotti

I appreciate your work in bringing awareness to the Akaka bill and what it will mean for Hawaii.

Your April 10th  article in Focus discussed what it is Hawaiians might expect to gain in negotiations However, all together missing, is what it is Hawaiians might expect to give up  in those negotiations. Negotiations would be completely unecessary if there wasn't something Hawaiians have that the Federal government needs or wants.

Also , I was curious where the version of the bill that accompanied your article came from. The version printed in your paper is not the version introduced in January, S147 IS, and it is not identified as the version reported to the full senate which would bear the identifying name S147 RS. The version in your April 10th article is also not the unidentified version that has been available at nativehawaiians.com

Interestingly enough, the Congressional Budget Office has reported on the bill as ordered reported by the Indian Affairs Committee. Are you certain the version that appeared in your article is the same version reviewed by the CBO?

The bill has been ordered reported as an ammendment in the form of a substitute to the full senate by the Indian Affairs Committee, but there is nothing in the congressional record to indicate that it has indeed been reported as yet. It has been widely reported that the Akaka bill has cleared the Indian Affairs Committee.... However, Being reported out of committee and being ordered reported as an amendment in the form of a substitute are two very different things.

Are you free to share the source of the version of the bill printed in your article?

When the Indian affairs committee actually reports the bill to the full Senate it will be available at :

http://thomas.loc.gov and will appear in the congressional record..neither has occurred as yet.
